The House of Representatives will adjourn this week and the U.S. Senate will follow suit next week. Both chambers will break for August Recess without finalizing the FY16 NDAA. House and Senate Conferees could not agree to legislative provisions pertaining to plans to close GITMO, funding DOD using one-year, Overseas Contingency Operations (OCO) funds, and retirement modernization. The earliest the NDAA could pass it is September, once Congress returns to DC. However, EANGUS is prepared for the NDAA fight to continue into the fall. It is increasingly likely that Congress will pass a three-month Continuing Resolution (CR) to fund Federal Agencies from October 1 to the end of the calendar year. It’s seems probable that the NDAA could be absorbed into the Appropriations/CR fight that will take place this fall. Keep checking back with EANGUS for more information.
